Summary
Precedents Congress has established in choosing to close roads or road spurs for inclusion in a wilderness area, beginning with the first Department of the Interior wilderness area in 1968, where a congressional committee approved the area after it had "received assurance that a secondary road that now bisects the area will be closed and appropriate measures taken to permit it to revert to a more primitive state."
